Hội Đồng Trung Ương – Hướng Đạo Việt Nam


Nhận định

  • Từ ngày bắt buộc phải ly hương, các Trưởng và đoàn sinh thuộc hai hội Nam và Nữ Hướng Đạo Việt Nam đã tự động kết hợp tại các xứ định cư để tiếp tục hoạt động.

  • Nguyện vọng và nhu cầu chung là Hướng Đạo Việt Nam được đại diện và kế tục bởi một hệ thống liên lạc và phối hợp, thích ứng với quy lệ Hướng Đạo Thế Giới cùng những điều kiện sinh hoạt ở mỗi nước.

  • Những thỏa hiệp và cam kết giữa các đơn vị hiện hữu được ghi trong bản Hiến Chương này, cũng sẽ là căn bản để tổ chức và hợp thức hóa những đơn vị hoạt động dưới danh hiệu Hướng Đạo Việt Nam trong tương lai.

 

Đường hướng chung

  • Hướng Đạo Việt Nam là một đại gia đình hợp nhất cả hai phái nam và nữ, liên tục noi theo tôn chỉ Hướng Đạo do Baden-Powell khởi xướng và đứng trong Phong trào Hướng Đạo Thế Giới.

 

  • Hướng Đạo Việt Nam mang bản sắc dân tộc, đáp ứng với nhu cầu hiện tại là duy trì truyền thống tinh thần và văn hóa dân tộc. Trong lãnh vực này, Hướng Đạo Việt Nam sẵn sàng hợp tác với những tổ chức người Việt hải ngoại có những hoạt động cùng chung mục đích.

 

  • Hướng Đạo Việt Nam hướng dẫn các sinh hoạt trong sự tôn trọng qui lệ của hai tổ chức Nam và Nữ Hướng Đạo Thế Giới, cùng chủ quyền của Hội Đồng Hướng Đạo từng quốc gia.

  

Hệ thống Hướng Đạo Việt Nam
  • Ở mỗi nước, đơn vị hoặc hệ thống đơn vị Hướng Đạo Việt Nam thành lập và hoạt động trong khuôn khổ thỏa hiệp với tổ chức Hướng Đạo quốc gia sở tại.

 

  • Trên bình diện chung, Hội Đồng Trung Ương Hướng Đạo Việt Nam phụ trách liên lạc, phối hợp và hướng dẫn.

 

  • Hướng Đạo Việt Nam coi sự hình thành hệ thống trên căn bản Hiến Chương này như sự góp phần vào các nỗ lực của cộng đồng Việt Nam hải ngoại hướng về quê hương và dân tộc.

Acknowledgement

  • Since being forced to flee Vietnam, the Scout leaders and Scouts of both the Vietnamese Boy and Girl Scout Associations have immigrated to various nations.

  • Though dispersed, they have shown solidarity by cooperating to continue the Vietnamese Scout Movement. The common aspiration and goal is to continue the movement through a system of communication and collaboration, abiding by the regulations of World Scouting and adapting to meet the qualifications of each nation.

  • The compromises and commitments of the Scout units are written in this Constitution, which will serve as the foundation of organization and regulation of all units that identify as Vietnamese Scouts from here on.

 

In Solidarity

  • Vietnamese Scouting is distinguished as an extended family that includes both males and females, adheres to the Scouting principles initiated by Baden-Powell, and is rooted in the World Scout Movement.

  • Vietnamese Scouting bears ethnic character and meets the current need to preserve tradition, kinship and cultural heritage. In this aspect, Vietnamese Scouts are willing to cooperate with other Vietnamese organizations abroad, so long as the purpose of their activities align with that of Vietnamese Scouting.

  • Vietnamese Scouting conducts activities with regards to the regulations of the World Organization of the Scout Movement and the World Association of Girl Guides and Girl Scouts, as well as respective national Scouting Associations.

 

Vietnamese Scouting System

  • In each nation, any Vietnamese unit or unit system established is operated in a manner which exhibits compromise and agreement with the respective national Scouting Association.

  • The International Central Committee of Vietnamese Scouting is generally responsible for communication, coordination, and guidance.

  • Vietnamese Scouting observes systems formed based upon this Constitution as contributions to the efforts of the Vietnamese Scouting community abroad in honor of the motherland and Vietnamese heritage.
